Los Angeles County DPSS Benefits
The Los Angeles County Department of Public Social Services (DPSS) offers Medi-Cal health insurance, CalFresh food assistance, CalWORKs cash assistance for families, and General Relief cash assistance for individuals.
In addition, the DPSS assists customers who are experiencing homelessness, domestic violence, and substance use disorders.
As of October 2021, here are the number of people on benefit programs in Los Angeles County:

Medi-Cal
Medi-Cal is California’s version of the Federal Medicaid program. Medi-Cal offers no-cost and low-cost health coverage to eligible people who live in California.

CalFresh
CalFresh (formerly known as Food Stamps) is a nutrition program that supplements a low-income family’s food budget in order to ensure they are getting adequate nutrition.
CalFresh can only be used to purchase food items and beneficiaries receive benefits electronically on an Electronic Benefit Transfer (EBT) card.

CalWORKs
The California Work Opportunity and Responsibility to Kids (CalWORKs) program provides temporary financial assistance and employment-focused services to families with minor children who have income and property below State maximum limits for their family size.
If a family has little or no cash and needs housing, food, utilities, clothing, or medical care, they may be eligible to receive immediate short-term help.
Participation in the GAIN program is mandatory for all CalWORKs participants unless exempt. GAIN provides employment-related services to CalWORKs participants.

General Assistance/Relief (GA/GR) Program
The General Assistance/Relief (GA/GR) Program provides financial assistance to California residents who have no other means of support. Single adults, couples, and families may be eligible.

Seniors and Persons with Disabilities
The DPSS supports Seniors and Persons with Disabilities with the following benefits program:
In-Home Supportive Services (IHSS)
In-Home Supportive Services (IHSS) helps pay for services provided to eligible persons who are 65 years of age or over, or legally blind, or disabled adults and children, so they can remain safely in their own homes.
IHSS is considered an alternative to out-of-home care such as nursing homes or board and care facilities.
General Relief (GR)
General Relief (GR) is a Los Angeles County-funded program that provides cash aid to indigent adults, and children in certain special circ*mstances who are ineligible for federal or State programs.
Restaurant Meals Program
The Restaurant Meals Program allows the homeless, disabled, and elderly (age 60 and over) receiving CalFresh benefits to use their California EBT cards to purchase meals from participating restaurants.

There are three ways to apply for DPSS benefits
Apply On-Line with BenefitsCal
The easiest and quickest way to apply for DPSS benefits is online at BenefitsCal.
BenefitsCal is a website for Los Angeles County Residents to apply for and to view their benefits online.
Currently, BenefitsCal supports CalWORKs, CalFresh, General Relief, and MediCal applications.

Apply By Phone
Additionally, you can apply for benefits with the DPSS by phone.
Call the Customer Service Center (CSC) (866) 613-3777 to have an application mailed to you.
Apply In Person
Lastly, you can apply for DPSS benefits in person at any Department of Public Social Services (DPSS) District Office or outreach site.
You can pick up a paper application at your local DPSS office, complete it and drop it off at the same location.

Follow the steps below to login to your BenefitsCal account.
Step 1 – Visit BenefitsCal Website
To start the login process for your BenefitsCal account, visit the BenefitsCal Account website at https://benefitscal.com/.
Once you are on the homepage you will need to locate the “Log In” button, which is usually located at the top of the site (see image below).
Click on the “Log In” button to proceed with the process.
Step 2 – Enter Email Address and Password
Next, you will be taken to a page where you will be required to enter your account email address and password, as shown below.
Once you enter the correct email address and password, click “Log In” to continue, as shown by the image below.
Step 3 – View your account
If you entered the correct email address and password, you will be automatically taken to your BenefitsCal account page, as shown below.
Once there, you can perform a variety of tasks, including applying for:
- Federal Emergency Rental Assistance
- Food Stamps/SNAP
- Cash Assistance
- Medicaid
- Discounts on Subway Fares
Step 4 – First Time Login
When you first log in to your BenefitsCal account, you will see the page below.
Accept the terms and conditions to proceed.
Step 5 – BenefitsCal Dashboard
After you have accepted the terms and conditions, you will be taken to the page below, which is your BenefitsCal dashboard.
Forgot Password?
If you forgot your password, click on the “Forgot Your Password” link as shown in the image below.
Next, you will be required to enter your email address to reset your password, as shown in the image below.
Once you have entered your email address, click “Next” to reset your password.
LA County DPSS Mobile App
The Los Angeles County DPSS has a mobile phone application for Apple iOS and Google Android devices.
The LA County DPSS Mobile app allows users to perform the following tasks:
- View your EBT balance
- View your case status and benefit information
- Search nearest available Free ATMs, Paid ATMs, and CalFresh stores
- Take a picture or upload photos from your mobile device for submitting your verification documents to your cases
- Take a picture or upload photos from your mobile device for submitting your proof of the changes reported on your Semi-Annual Report (SAR-7) or Quarterly Report (QR-7).
- View verification uploaded history.
